Figuring out how to use the site can be challenging so I have listed a brief guide.
1. Natural Resources Canada - Maps
2. Select "Topographic Maps"
Download the index map of the region of interest, eg, "Prairie Provinces", in order to find the reference numbers of the specific maps of interest:
3.1. Select "National Topographic System Index Maps"
3.2.1a. Select download in "'PDF, TIFF, Shapefile and KML' formats via Open Government".
3.2.2a. Select "Indexes in Tif format, Explore, Go to resource".
3.2.3a. Select to download, eg, "NTS-SNRC_Index 4 Pra..>"
OR ALTERNATE WAY:

Select "index_tif".

Then download the specific maps of interest, usually the 1:250,000 and 1:50,000 scale maps:

Select region, eg, "Saskatchewan, 74G Cree Lake" by drilling down or up to the correct level,
